MTL Advanced Ltd was fined £140,000 today for a PUWER Regulation 11(1) breach — inadequate machinery guarding on a guillotine in their training area. A 17-year-old apprentice was injured. HSE issued a prohibition notice on the spot. Any employer with cutting, pressing or forming machinery must have a PUWER risk assessment for every machine — including in training environments.
ComplianceAlert sends you HSE prosecution alerts before they become your problem → Start Free TrialCosta, Bupa, and Hays Travel are on the government's named and shamed list. The Fair Work Agency launches April 7 with walk-in powers to investigate your business — including construction supply chains. CIS misclassification and labour-only subcontractor arrangements are primary targets. Is your payroll compliant?
Check your compliance → compliancealert.co.uk/compliance-scoreMaking Tax Digital for Income Tax Self Assessment goes live April 6. 860,000 sole traders and landlords earning £50k+ must be registered and using MTD-compatible software from this date. Construction subcontractors are disproportionately captured — CIS income often crosses the £50k threshold. HMRC is issuing notices now.
Check your MTD status →The Construction Products White Paper (published 25 February 2026) proposes mandatory General Safety Requirements for ALL construction products — not just regulated ones. If enacted, every contractor specifying or supplying products must ensure compliance. Consultation closes 20 May 2026. Near-zero awareness across UK SME construction.
See what this means for your business →HSE prosecuted a Rotherham employer today (30 March 2026) for failing to conduct a separate young persons risk assessment for a 17-year-old apprentice. Standard H&S assessments don't cover young workers under the Young Persons Regulations. Any employer with apprentices or under-18s is at risk.
Download young person risk assessment template →Work at Height Regulations 2005. A ventilation shaft was covered only with plasterboard — a teenager fell through it to his death. Jerram Falkus was prosecuted by HSE on 18 March 2026 and fined £47,200. HSE prosecution is live. Every construction SMB with workers at height faces this risk. Plasterboard is not a safe platform.
See how we monitor HSE →From April 6, contractors can be held liable for fraudulent CIS transactions further down their supply chain. If HMRC decides you "knew or should have known" your subcontractor was fraudulent, you inherit the fraud — plus a 30% penalty on top of tax owed. Directors face 5-year GPS revocation. Near-zero SMB awareness.
Start free trial →A Staffordshire demolition: 3 parties prosecuted, site manager personally sentenced. 218m² of asbestos disturbed with no licensed contractor appointed. Failing to appoint a Principal Contractor under CDM 2015 is a criminal offence — not just a civil fine. If 2 or more contractors work simultaneously on your site, YOU must appoint one.
Check your CDM obligations →Unfair dismissal cap rises to £123,543 from April 6. Discrimination awards (Vento bands) up to £62,900+ — and sexual harassment is now whistleblowing-protected. From January 2027: the unfair dismissal cap is removed entirely. Is your business protected?
Check your tribunal exposure →From April 6, HMRC can personally fine directors 30% of tax lost through supply chain CIS fraud — even if you didn't know about it. Gross Payment Status can be revoked for 5+ years. NIL returns are now mandatory every month.
Check your CIS director exposure →860,000 sole traders earning £50k+ must register for Making Tax Digital from April 6. CIS subcontractors are disproportionately captured — self-employed income often exceeds the threshold. HMRC is writing to affected individuals now.
Check your MTD status →A UK builders merchant was fined £2.2 million last week. A worker was crushed by machinery. The dangerous practices had been on CCTV — and nothing was done. HSE is actively inspecting construction sites. Working at height and machinery safety are the top enforcement areas in 2026. Prior enforcement notices ignored = drastically higher fines. This is the biggest construction sector fine in recent memory.
Get HSE enforcement alerts before the inspector arrives →From 6 April 2026, failing to keep adequate holiday and holiday pay records becomes a criminal offence — with potentially unlimited fines. Published 27 March 2026. Near-zero employer awareness.
Alert me to this →① Director personal liability — you can be held personally liable for your company's CIS failures under HMRC's Kittel Principle. ② GPS 5-year ban — losing Gross Payment Status now triggers a 5-year bar (was 1 year). ③ Supply chain liability — HMRC can recover tax + 30% penalty from main contractors who "knew or should have known" about subcontractor fraud. ④ NIL returns mandatory — must file monthly CIS return even when no payments made. Most builders don't know any of this.
Monitor CIS compliance → compliancealert.co.uk/constructionGross Payment Status can now be stripped for FIVE years (was 12 months) if HMRC finds fraud in your supply chain. GPS loss = 20% deductions on all CIS income immediately. For a £500k/yr contractor: £100k/yr impact for up to 5 years.
Protect your GPS →Nil returns are mandatory again from April 6 — even if you made no subcontractor payments that month. This was removed, now reinstated. First nil return due 19 May 2026. Automated HMRC penalties for non-filing. No exceptions.
Get the checklist →From October 1 2026, a new Building Safety Levy applies to all new residential developments in England. Current exemption: developments under 10 dwellings — but the ongoing consultation has proposed raising this threshold to under 50. SME developer awareness is near zero. If you are building 10+ home developments, this levy affects your margin from October. Act now while the exemption threshold is still being set.
Track Building Safety Levy consultation updates →Direct employees only — CIS subcontractors are not covered. But if you employ any direct labour, payroll must update before April 1. HMRC enforcement is automatic. Getting this wrong means back-pay for every affected worker.
Check your payroll →MTD for Income Tax Self Assessment goes live April 6 for sole traders and landlords earning over £50k. Construction trades are a primary group. Digital record-keeping and quarterly submissions mandatory. HMRC penalties for non-compliance from day one.
Check your MTD status →The Fair Work Agency takes over NMW, SSP and holiday pay enforcement from HMRC on April 7. Construction is a primary target sector — specifically agency workers, LOSCs, and labour supply chains. FWA has broader powers and higher fine ceilings than HMRC.
See what FWA means for you →From April 6, the protective award for failing to consult on collective redundancy doubles from 90 to 180 days' gross pay per employee. At NLW rates that's up to £85,777 per person. Any construction employer with 20+ workers planning restructuring, site wind-downs, or redundancies must follow the correct consultation process — or face doubled tribunal awards.
Review your redundancy obligations →A Rotherham firm was fined £140,000 today after a 17-year-old apprentice was injured by a guillotine. PUWER Regulation 11 requires guarding on all dangerous machine parts — including gaps in machine beds. The company failed to identify the risk even after the incident. Any employer with cutting, pressing or forming machinery needs a PUWER risk assessment.
Download PUWER risk assessment template →Published 24 March 2026. In force 24 March 2027. Mandatory solar panels on nearly all new homes. Heat pumps required in most cases. Gas boiler new-builds end. Planning applications submitted before the deadline may be grandfathered — act now. Builders who haven't started redesigning will miss the window.
Read the builder's guide →GPS loss = 20% deductions on all CIS income. For a £500k/year contractor, that's £100k/year impact — for 5 years. These changes affect every registered CIS contractor.
Gross Payment Status can be suspended for FIVE years (was 1 year) if HMRC believes you knew — or should have known — your supply chain was fraudulent. Loss of GPS means 20% deductions on all CIS income immediately.
Must file a monthly CIS return even in months with zero subcontractor payments. This requirement was previously removed — it's reinstated April 6. Failure triggers automatic penalties. First NIL return due 19 May 2026 (for April).
Ongoing subcontractor monitoring is now legally required, not just initial verification. Principal contractors must maintain records demonstrating continuous due diligence. Keep records for 6 years.

Open the Regulation Impact Calculator →Construction has the highest prosecution rate of any SMB sector. These are the risks catching firms off guard right now.
HSE requires an asbestos management survey before any demolition, refurbishment or maintenance work on buildings constructed before 2000. Missing this step is a criminal offence — not just a fine. HSE prosecution rate in construction is the highest of any sector.
CDM 2015 requires an F10 notification to HSE before work starts on any project lasting more than 30 working days with more than 20 workers simultaneously, or exceeding 500 person-days. Many smaller firms are notifying too late — or not at all.
Any vehicle carrying construction waste — even occasional skip loads — requires an Environment Agency waste carrier registration. Trading without one is a criminal offence with unlimited fines. EA enforcement operations specifically target construction sites.
We monitor official sources from all 6 primary regulators daily — so you do not have to check 6 different websites.
Whether you're a sole trader, subcontractor, or principal contractor, you face the same regulators. We keep you ahead of all of them.
